It's exits global and per torrent usages un/limits. I sugest one more - restricts per pear. I've notice download speed more than 10's slower than upload to same pear.

This has been discussed before and limiting peers is not going to happen.

Another option is to write your own custom blocklist.

Actually, that might be useful as a right-click option provided by the blocklist plugin. Deluge already has an "Add Peer" right-click command, and someone else requested a whitelist option in another thread.
