Deluge suddenly stopped all upload traffic

I was recently trying to troubleshoot a "flapping internet connection" where all my torrent traffic would stop for a few seconds every 3 minutes or so. I am using Deluge 1.3.3, and I thought perhaps the cache size was the problem. I changed the cache from a default of 1024 to 5120 and all of a sudden all my torrents that were currently uploading immediately got an error and were moved to the error tab on the left in Deluge. Despite putting the cache back to 1024, rebooting my computer, the modem etc, Deluge will no longer seed. In addition at random times torrents pop up in the error tab (I think when someone tries to connect to seed maybe?) I typically have a sustained 400 KiB/s going and now there is 0, so its not just the fact that there is no demand for upload on the torrents.
I didn't change anything else in my settings.
I'd hate to have to reinstall deluge (as there is no "skip hashcheck" it would probably take me days to load all the torrents back)
Interestingly the periodic pauses in traffic aren't happening. Now there is just a permanent block on upload.
I can upload on the internet just fine by the way. My speedtest connection still shows 45 Mbps up and 40 Mbps down
Any ideas what might be causing this issue?
