Welcome on board Kidseb,

For the current milestone, Multi user feature for the web interface is not ready. But it seems that the dev are working on that. But I don't think it will be ready soon.

However it seems that some ppl are using several instances of the deluge daemon to allow multi user connection.
It might be an idea.
