Automatic queueing

I've read the BandwidthTweaking instruction and configured the client using the recommended settings. Things mentioned in the article are explained quite well.
But I don't understand: how does the program choose tasks to keep active and that to queue?
I have around 20 tasks to seed eventually. 5 of them are active due to the setting, the rest queued. There are leechers for the active tasks, but they are not interested in the parts I am seeding, and the speed is low. Is it possible that I'm missing an opportunity to seed a few gigs on another task which is currently queued? What are my actions here?
