How to run multiple of deluge at the same time in windows?

How to run multiple of deluge at the same time in windows 2003 server ? ( I serparate each user in individual hdd and give user can access remote desktop . I try to install deluge in all user hdd with user remote desktop account but it can run only one time like if i run deluge with user A when user B want to run it not show anything on screen but in task manage you can see deluge.exe )
