Couldn't listen on localhost:58846

Hi I'm running deluge and blockcontrol on a ubuntu box and this error turned up:

[ERROR   ] 14:41:26 rpcserver:356 Couldn't listen on localhost:58846: [Errno 99] Cannot assign requested address.

I've checked my localhost setting and it is set to 127.0.0.1.

Does anyone know why this is happening or how to fix it?
