[Feature Request] Shut down when downloads are completed

Hi, it's possible to have an option that shut down computer when Deluge have finished downloads. Like uTorrent's way.

This has been requested a couple of times before.
the main two problems with it are:
- how do you define when a download is complete?
- most linux distros require root permission to shutdown and deluge never runs as root

You could at least make it a function for Windows only then where you don't have to put up with all the security bullshit. Yeah, I'll get flamed for saying that but I think it's really stupid to have it for the end user, e.g the sudo password to be typed in all the time is more annoying than UAC in Vista. You should also let it be a little smart. Say, if the downlad has no real activity for x hours --> shut down. This could be useful if you are going away from your computer for days but want to download torrents. But one of them is dead, there is no seeders. So you have 54.3% downloaded and keep seeding to everyone getting a huge ratio. This is useless of course, so you should shut the computer down.
Edit: And it should be complete when the ratio is 1.5, or the users prefference.

This would be a very useful feature. Maybe deluge could ask the user for the sudo password temporarily and use that to shutdown?
