1.3.0 PPAs for Ubuntu

I have yet to see the Deluge v1.3.0 PPAs for Ubuntu. The page still points to v1.2.3. It would be nice to get these updated to avoid compiling from source.

There is another PPA maintained by the same developer (Roberto Ferramosca) and which is for stable releases (unlike the above repository which is for testing releases).
