Deluged 1.3 is "Prefrences" bug

Running Windows 7 X64 Ultimate
Tried 1.3 but when I click "Preferences" about 20 times i get a preferences windows with most interesting function grayed out and incorrect data.
Seems like it's not reading preferences from my linux server at all.
1.2.3 works excellent.
