slow torrents after resume from pause or network failure

Hi,
I'm having a strange problem. If I pause all my torrents and then resume it, it's like no real new connections are created, and download/upload speed is slow (waited ~5minutes no effect, tried to update tracker, still no effect). If I restart the daemon suddenly everything is fine.
This also happens after a network disconnect-reconnect.
Is anyone experiencing this?

-deluge 1.2.3
-libtorrent-rasterbar: 0.15.0
-archlinux
