How to create torrent - v. 1.19

I need to create a .torrent using a private tracker (
http://tracker.openbittorrent.com/announce
udp://tracker.openbittorrent.com:80/announce) and send it to some people.
Can I do that with Deluge 1.19 (ev. with v.1.30)? There is a create torrent menu on 1.19, but it has no option to seed, as the plug-in on 0.5x. Let me know if it works out of the box?

Under options, there's "add this torrent to the session".

johnnyg, can you explain me the function "add this torrent to the session"?
Are these to correct steps to send a file.torrent to some people only (the content is on my desktop)?
a. I create the torrent (with a file/dir)
b. I use an open tracker (see #1)
c. I send the file.torrent to my friends
d. They open the torrent in their client. It will upload on my side
Is that it?

EDIT: when I use "add this torrent to the session", the torrent load in Deluge after creating it.
Next announce is about: 35 min.
Seeder (0)
Peer (1)
Availability 0.000
I don't know if I can download my own torrent? but shouldn't be: seeder 1 (i.e. me) and availability 1.000 (since I have the torrent file in my system and I am the seeder)?

are you running deluge as a thin client?
if it does the announce you should be the only seeder with possibly 0 peers (until your friends start downloading off you).
and your steps looked correct (assuming you clicked "add this torrent to the session" in step a).

Using Deluge 1.19, I could create a torrent, but I was ending being a seed not a peer (?)
I have updated to the PPA 1.2.3 and it works now fine, after creating the torrent, I am the seeder.
