Possible never ending download bug...

I thought I would check here before making a bug report in case anyone else has noticed the same thing.
I have had couple of torrents that have downloaded up to about 80-95%, then just continued to download without increasing the percentage (or maybe increased it very slowly).
On the recent one, when I did a force recheck, it reset to %0 downloaded. After removing and readding the torrents, they then seemed to download without issue. It seems to be very rare (only noticed it 2 or 3 times and I have heaps of torrents).
This is quite a problem since I am on a cap, if one of those torrents was to download all day it could chew throw quite a bit of bandwidth.
I know there was an over-download bug in versions prior to 1.2.1, but I'm on 1.2.3. Is this the same issue? (can't find bug ticket), maybe it hasn't been completely fixed.
