Questions regarding Windows build

While trying to build deluge on Windows I've got some quesions:
* Why deluge uses StartX.exe and *.cmd files? Is something wrong with bbfreeze generated executables?
* Why libtorrent.pyd links with an old MSVCR71.dll runtime while the rest of the Python 2.6 is linked to the newer MSVCR90.dll?
* Why not use the latest boost version? (known libtorrent compatibility issues?)
