[Ticket #1127] user interface bugs

I've got about 240 torrents in my client and when i started deluge a whole bunch of them are "paused" in the GUi but yet still uploading/downloading data.
I have about 30 torrents that should be downloading but if i click "resume" nothign happens. It's only when i issue a force recheck that things get going again.

This is ongoing.
When you start Deluge, if anything is paused, right click the Paused category. Select Pause, again.
Then, once you've manually paused, right click and select resume.
You can do the same for any that are "checking."
This has been an issue for some time, now. Everything's working fine, just 'labeled' wrong.

trektorrent's fix works okay. Here's a screenshot of a "paused" torrent that is still downloading:

On the next startup the torrent really was paused.
