What am I doing wrong ? Trying to create a master seed...

First off, hello. I'm new (can't ya tell ?). Just downloaded Deluge earlier on, and it has taken me so far as having created a .torrent file, as well as the files which are to be uploaded on my desktop and then I get a green light (metaphorically speaking) with the tracker announce (which states is OK").
My settings I believe are fine. I even disconnected my router (which I really only ever used for my Vonage phone connection) so the ports are open, and NOW, all of my encryption settings are disabled, and I have chosen "either" for the level tab. And have unchecked the prefer to encrypt the full stream box.
However, people are telling me that the tracker keeps timing out. I have now switched the tracker and site, but don't know if that will change anything. What is left for me to do ? Do I have to start physically downloading the actual files to get the seed started or something ?
