Blocklist Plugin - Greyed out download controls

Hi all,
I have version 1.1.9 installed (part of the Ubuntu distribution), and I am having a problem with the blocklist. I have set "Emule IP list (GZip)" as the "Type", and put "http://www.deluge-torrent.org/blocklist ... ter.dat.gz" as the URL. However, both the "Check Download and Import" and "Force Download and Import" buttons are greyed out.
I want to download the latest blocklist. Can anyone tell me why these buttons would be disabled?
I deleted .config/deluge/blocklist.c*, and restarted the deluge daemon, but the problem persists. Any help would be appreciated.
