Slow Download speeds when high upload speeds

Hello everyone,
I'm experiencing some strange download speeds. So there are thousand of peers all around the globe, but my download speed was around 10kb/s, when I restricted the upload speed to 20 kb/s (it was way higher - like 150-200kb/s) the download speed got up to nearly 100kb/s. When I removed the upload speed restriction the download speed fell back down. Also - there seem to be a lot of seeders and I'm connected to only few of them - is there any way to instruct deluge to try do download a torrent as fast as possible - I don't want to restrict the upload speeds - I want to upload as fast as possible too, if this doesn't disturb the download speed.
I don't know the p2p protocols in depth, but I'm sure there is some way to optimize the download speed (inside deluge itself) since I can do it myself by limiting the upload.
