WEBui Deluge 1.3.0 DEV seems not working fine

Hello, I have installed Deluge 1.3.0 DEV Sourcemage Linux. I updated all requested components which were necessery for runnig deluge 1.3.0 DEV. I ran it under KDE under normal user (not root - under root crashed). I activated WEBui plug in. Under Linux everytingh seems working fine. But When I log in via Firefox from another machine I cannot see any settings, cannot change or confirm any settings (cliking on apply button - nothing happend). Is it problem in rights?
I tried to change some source code (change .core -> .web) now settings I can change, but I can't add any torrents)

Another qustion is how to change codepage? default settings is UTF and I'd like to have ISO8852-2
