Problem with 5.3 Blocklist importer plugin

I initially installed 5.2.9 from the Ubuntu repositories. I then tried to add the peer guardian url to the block list importer. It told me that it was downloading, then it just hangs on importing. I wasn't able to change the url, as I can't access the preferences. Enabling it just starts the downloading / hanging loop again. I realize its probably hanging because I told it to download a 7zip file which is unsupported.
I removed 5.2.9 with synaptic, opting for a complete removal. Then I downloaded the feisty deb (5.3) from this site. Installed using Gdeb package installer from the desktop. When i started it up it was automatically continuing my previous download torrent, and again would enter into the download / hang loop if I enabled the blocklist importer plugin.
So, I either need to remove it completely (more completely, maybe "sudo aptitude remove deluge"?) or else find the config file and manually edit the peer list plugin through gedit or something.
Any help is appreciated.
