Firefox addon and new seeding option

OK, i've opened photoshop and created this mockup. It represents my needs but probably someone other's too. It's a concept for a firefox extension, i don't know how to create this so i'm asking if you are able. In the second pic there is a feature that utorrent has but deluge don't and that i miss, it's for automatically change upload speed when you are only seeding and not downloading (Ex.: your upload speed during download is 25 kB/s --> download finishes --> upload speed is now 60 kB/s).
