Plugins Not Showing - Webui

I know I'm doing something stupid, but I just can't figure it out!

I'm trying to install plugins.. I'm putting them in ~/.configure/deluge/plugins folder. I'm rebooting, restarting, and refreshing.

I get nothing in the webui --> config --> enabled plugin section except "Blocklist, and Label"

Shouldn't I be seeing the plugin? I'm on version 1.1.9, Ubuntu Jaunty...

Any help would appreciated!!

AFAIK the correct folder is
