I am on a limited download account, so I try to maximize my download and minimize my upload. I have tried all kinds of set up of bandwidth in Preferences, and it doesn't seem to have any effect. My upload seems to be twice as large as my download. How can I lower the upload?

I'd say it really depends more on how well seeded torrents are and the speed of your connection rather than the preferences.
