Version 1.1.6 Failing to Start winxp 32 bit

My specific details are as follows
I'm running version 1.16 and I'm having the same problem as what's listed.
I have pidgin installed with the newer version of gtk installed as well
I have win xp 32 bit.
I installed in c:/program files/internet/file sharing/deluge , so it's not in the default directory.
