how can I change the language in Deluge?

I'm came form Germany.
I have installed Deluge in ubuntu and it is German
I habe installed Deluge in WinXP and it is Englisch

So how can i change the language from Englisch to German under WinXP

I have found this

but no way to load this in deluge

Set the LANG environment variable to DE on WinXP.
