Web UI, proxy question

Forgive my ignorance, but what exactly is the web UI and other proxy settings for? I'd like to take full advantage of Deluge but I'm not sure how some things work.
WebUI is not related to the proxy settings. The purpose of webUI is to control your deluge daemon from a web browser.
