This isnt the right place to ask this but, as we are all here because trafic shaping, i wonder if there is any program that bypasses trafic shaping in ftp protocol.

ftp is by nature unencrypted, are you able to use SFTP or FTPS or SCP or something similar?

No, only Auth SSL ;(
