uploads fluctuating, not maxing, suggestions?

Hi, i've been trying out deluge for a bit of time now. Running 1.1.1 on Intrepid Ibex x64 (Linux Central 2.6.27-11-generic #1 SMP Tue Jan 27 23:53:21 UTC 2009 x86_64 GNU/Linux)

I have been using wine+utorrent for some time, and am looking for something comparable but more native to linux (and open source!)

However, I have been noticing an odd problem, I believe either the connections or the rate of uploads are not as consistent with deluge.

For example, I complete a download and "let seed", and have deluge set to max upload of 100kbps. Monitoring it some time later, I notice that the particular torrent will fluctuate sometimes up to the full 100 and sometimes down to 2-10k or not at all. Now, at first I assume the availability of the torrent is just high and my client is not being requested to provide much, but if I open the same torrent in utorrent (closing deluge), the upload quickly maxes out, and stays maxed out consistently (which I would expect). Then closing utorrent and going back to deluge drops it back down again.

I have ports properly set, and I do have encryption "enabled" but not forced. (The incoming ports are even the same) incoming is static, outgoing is random. Is there any other information that could be relevant? Is there something simple that I'm missing?

I like the app, and would love to see a logging/statistics plugin, but couldn't find anything that was active, did I miss anything?
