Blocking all web acces

Hi everybody,

I have a strange problem with Deluge 1.1.0 on an Ubuntu 8.04 (32 bits) :
when i start Deluge on my PC station, it disconnects all others working connexions on all others PC on my personnal network : receive/send mails are impossible, surf on the web is impossible, aMSN is impossible on each PC !
when i quit Deluge on this PC station, everthing returns to normal way of working (only aMSN need to be reloaded !) !!

I don't understand how it's possible !

An other PC on my personnal network with the same version of Delgue and with the same configuration don't generate this situation ... (Deluge is installed on these 2 PC's with different port of course !).
I only remember i try to activate the blocklist pluggin on my PC station but i deselect it : is it possible it could be the origin of this issue ? if true, how can i solve it (cause this pluggin is stopped now ?

Could you give me a potential way of analysis ?

Try disabling DHT and Peer Exchange. UDP connections seem to kill some routers..
