1.07 & 1.06 not working on Windows Vista 32

I tried installing the .msi files and it installed 117MB of stuff to my C drive, but even after a restart it won't work. I installed as an admin and ran the deluge.exe as an admin. Was there an installation step beyond the .msi file?
I had .5.06 and it was pretty straight forward.
