[Feature requests] Skip check at startup && download folder

Hi there, I have two requests for feature releases:

1. Skip check torrents at startup.
When Deluge starts, it begins check all torrents' files. It is OK when user
seeds few or little torrents. But when seeding files are huge like boxsets or
discographies, checking takes a lot of time. For example, I must wait 30-60
minutes while all my torrents are checked. I've seen uTorrent checks files only
when user adds new torrent or calls force recheck. It would be nice have the
same here.

2. Download folder selection
Maybe I should call this as bug, but... anyway. When user adds torrent to Deluge
he must select folder where put downloaded files. Actualy NOT torrent's files,
but ALL torrent's content. For example torrent has a folder named "aaaaa" with
lots of files in it. If user selects download all data to folder "bbbbb" then
all files will be placed in "bbbbb/aaaaa/*". But what if he has already
downloaded all files, renamed folder "aaaaa" to "ccccc" and now wants to seed it?
When Deluge asks to select folder, he selects "ccccc". Deluge can't understand
that data in "ccccc" is the same as torrent's data in "aaaaa" folder, because
folders names are different. So it starts again download all content and place
it to "ccccc/aaaaa/*". Deluge shloud fix out that data is the same, and recheck
"ccccc" content.

My english is not perfect so if can't understand smth. what I mean, give me hint.

I agree with the first feature request. Auto-checking torrents integrity at startup is quiet annoying.
