Wheres the lib glib?

I am trying to install Deluge 1.0.3 on WinXP. Double clicking the icon brings up a one flash DOS box. Double clicking the Deluge.exe brings up 2 waring signs.
#1 Can't find pywintypes25.dll
#2 Can't find libglib-2.0-0.dll
I can't get the old .9xx to work and I can't get 1.0.3 to install. I'm starting to run out of Deluge options
