"Do Not Download" doesn't work v 1.0.2 or 1.0.3

Hey all, I've been using Deluge for a while now and I have to say, great app!
With that being said, I've noticed selecting "Do not download" on particular file sometimes it still downloads. I've made sure that I'll indicate to not download before it starts (when it's still getting peers/seeders) and often it will still wind up downloading it. Am I doing something wrong?
I've also noticed that prioritizing downloads (Highest/High/Normal) also doesn't seem to mean anything. What are the prioritizing parameters (bandwith, parts of the file, availability of the files, most seeders, etc)?

I do believe the priorities are only supposed to work if you have full allocation for the files. Do you have compact allocation turned on? (Preferences -> Downloads)

No, I have "Use Full Allocation" enabled.

Please bear in mind that some pieces of files might end up downloading even if you chose not to download it because a data chunk may be between the file you want and the file you don't want.
Now that you mention that I looked a bit closer on a torrent that I downloaded and a piece of a file I didn't want... notice it shows the file size is fully downloaded yet it only takes up a tiny chunk of data on disk, and the file is not valid... something is tricking the system.

Yeah, that's definitely weird. So, anything on setting the priorities?

I didn't know libtorrent implemented sparse files for windows too:

just upgraded to 1.0.3, doubt that will make difference.

For use file priorities:
0. Sorry for my english
1. Don't use COMPACT space reservation for file. ONLY FULL. Set properties BEFORE adding the torrent.
2. Add torrent.
Deluge 1.0.3. It works.

Are you referring to Full/Compact Allocation? According to my last post, I do have Full Allocation selected and it's set as the default selection for ALL torrents. If you're not referring to allocation then I don't know where the settings for "space reservations" are. Maybe what you're talking about is an error in translation. Thanks for trying to help and I'll go back to the drawing board.
