Deluge blocks almost all network connections on my PC

My PC is running 64-bit Ubuntu Gutsy and it is also a MythTV server.
Whenever I start Deluge I have noticed the following network connections are blocked:
  • Email - Evolution no longer connects to my mail server
    Samba - No one on my network can access my shared drives
    MythTV - my MythTV front end can no longer connect
    Deluge - the internal browser will not find any pages
All of these remain blocked until I restart my PC, however internet browsing by Firefox and instant messaging by Pidgin both continue to work.
Is this becasue Deluge includes Moblock/Peerguardian functionality? I read that Deluge encrypts the upload/download data but I wasn't sure if it does IP filtering as well. Since I already use Moblock I don't really need it to do the IP filtering for me, if this is the problem is there a way to turn it off?
The frustrating thing is that it seemed to work for a few days without blocking the connections and then it didn't. The only thing that I can think of is that I tried to get the WebUI working with port forwarding (no-ip setup on the PC and in the Router) but I can't see how that would cause the issue above. I have reverted back to the way it was before trying WebUI and there is no change.
Any help would be appreciated,

I don't know if this helps you in any way but I had the exactly same problem on Windows XP SP2.

The cause was the 10 maximum half-connections defined by the SP2 that would make Deluge take all by bandwidth, even with 8 defined in the Deluge options. A simple patch and the problem was resolved.

does that mean that it might fix the issue if I zero the half-connections the problem might go away?
What are half-connections? I have seen the setting in Deluge but I am not sure exactly what they are for.
The patch that you applied, was it for Deluge or Windows? In other words were you patching Deluge or Windows?

I completely removed Deluge and then reloaded it from the Ubuntu Repositories (older version). It seemed to work ok so I upgraded to the current release again and it still appears to be operating fault free. I am not going to experiment with the WebUI this time and I will wait and see if it starts locking up my network.
