Deluge + cp1251

openSUSE 10.3 and deluge 0.5.7.1
I have often torrents in cp1251 coding (files or path names)
but deluge does not understand cp1251. stat letters see I square
currently locale is de_DE.UTF-8 und it looks exactly the same with locale ru_RU.CP1251
Auch parameter "KDE_LANG=ru_RU.CP1251" does not help.
I am newbe in Linux. Help me please! How could one solve this problem?
