Stable might not be quite the correct term. I mean that 0.16 has been out long enough for major bugs to have been ironed out so there are no nasty surprises, whereas 1.0 is/was relatively new release and untested with Deluge so issues can/have cropped up. It's hard because we obviously need users to test it but at the same time don't want to have to be constantly chasing version changes.
I think libtorrent 1.0.2 is really better than 0.16.17,

I noticed that libtorrent 0.16.18 has been released, maybe it works better than 0.16.17.

I also manged it to upgrade to libtorrent 1.0.2 and uploads are quite fast now

even with uTP.

I also confirm that upgrading to libtorrent 1.0.2 fixed the problem. Uploads are fast, and Deluge is stable. It would be nice to have this version in the PPA, because so far, the version available for Ubuntu 14.04 (standard repos or PPA) is unusable for a seedbox.

What is your issue ? I followed exactly the tutorial, step by step, and it works (I had to do "sudo ldconfig" as suggested at the end as well).

Well, weird, it finds the libraries but cannot use -lboost_system. Try to run "sudo ldconfig", then the configure command.
If it does not work, here is the package I compiled for Ubuntu 14.04 (64 bits) :

I guess it should work on your system.

Don't work with "sudo ldconfig" and configure command.
I've Ubunt Server 12.04.
