This might be kinda late but, I've been using RC6 lately due to RC7 not working for me... anyway, Edit trackers, there's an up and down button I think the buttons are reversed... up goes down and down goes up?

I have noticed this problem since a previous couple of builds and still not fixed in the new version.
if i download selected files from within a torrent and then making a recheck while the program still didnt create some files from what i selected it will freeze at the recheck on the location where the missing file.and it wont stop recheck or start download.
i can exit the program normally and when running the program again it continues download from the position it freezed on. and the files after the missing file consider null(zeros).
if i created a dummy files with the same name as the missing, the program recheck will finish successfully and it will continue download normally.
hope this info is usefull for the next builds.

all the file names are in regular characters, no special characters where included.

this can tell that the problem can be solved if the missing file is exist, even if its still all zeros.

@andar: I think I've figured out why the Deluge daemon was running so slowly. Somethings is wrong with both my desktop computer's and server's NIC, I got terrible speeds when doing test with iperf. As soon as I'll upgrade those I'll post back to see if anything has improved.

Torrents don't load in any way (through the dialog box, the plus sign, or drag and drop) I'm on Windows XP SP3. Deluge is in C:\Program Files\Deluge. My hard drive is partitioned C and D drives. All torrents are loaded from C Drive. Also, there are NO incomming connections ever.

Sorry for the ignorance, but where would I find the log file. I have two versions of Deluge installed. One is in Program Files and one is in a sub directory of Program Files. I also have files in these directories: C:\Documents and Settings\username\deluge and C:\Documents and Settings\username\Application Data\deluge. Sorry for the confusion. You might be thinking it doesn't work because of the two installs but I tried it with only a clean install of the RC version and still the same problem.

EDIT: I did a search for deluged.log on C and it turned up no results.

"C:\Documents and Settings\{username}\deluge" is old 0.5 location.
"C:\Documents and Settings\{username}\Application Data\deluge" is 0.9 location.
Try deleting the preference files in there see if that fixes it.

When you say there is never any incoming connections. Did you check to make sure the daemon is running?
Preferences, Interface, Classic mode disabled, apply and restart in order to start it manually or edit it.

I tried your suggestions but still the same problems. After disabling classic mode and starting the daemon manually it worked once. After I restarted it still the same (no incomming conections. I noticed two instances of python.exe remains in memory periodically too. I have to manually terminate them.
Still the torrents don't load.

I don't have a router, just a cable modem so I disabled UPNP port mapping and NAT-PMP.

UPDATE:
I did another clean reinstall, also removed all folders from Program Files and Application Data, then scanned with two registry cleaners. I now have incoming connections but still the torrents don't load.
