On Ubuntu 10.10 and with Deluge 1.3.0 the problem got even worse.
Now, even by using "File -> Quit" hangs the application. To close it I have to "Force Quit" Deluge.
Disabling the Blocklist Plugin solves this issue, like others have reported previously.

Thanks for the tip. That would work IF I used the system tray, but unfortunately I don't use it.
All my apps have to be on the taskbar when they are running. I don't want "hidden" apps running on the system tray only.
I'll wait for a future update for Deluge that will solve this problem. For the time being I'm already using Transmission.
I just wanted to say that I'm having the same problem. When I quit Deluge, version 1.3.0-0ubuntu1 (deluge-gtk), it will hang and I have to force quit or kill the process. This doesn't always happen, but it happens only sometimes. I can't tell what it depends on though. I'm using Ubuntu 10.10 amd64 version.

If it's the same bug, you will find that closing deluge-gtk using the tray icon won't hang, but closing it from the file menu will.
