It's outdated plugin message those, needing add or remove dot in front of core if updating them, can't remember from top of head, but not relevant .
For the issue, try the non libtorrent 2.0 version and try without ltconfig if had, as too many of something I can't remember, can make stall worse.
Edit: Try completely clean profile too, if haven't('%appdata%\deluge').
