Installing over an existing installation should have worked, but you might want to try uninstalling and installing clean. Don't forget to backup your Deluge data (not sure what Windows you use, but for Win7, it's at: "C:\Users\Your_UserName\AppData\Roaming\deluge").
If that fails, you'll need to build libtorrent.pyd yourself. Or have someone you trust build it. Deluge 1.3.6 for Windows uses Python 2.6 and I don't think there are any official binaries for Python 2.6 for the latest libtorrent versions. You can't just copy the pyd from the experimental Deluge version since that was built for Python 2.7.
