I am getting this same error. Other Torrent clients on the same machine (i.e. Transmission) work just fine, so it doesn't make sense to me that this would be a general DNS or networking issue. Any other advice?
I've confirmed that I can telnet into the tracker on the same port, and open the exact some torrent in another client. I think it really has to be something wrong with Deluge or one of its supporting libraries.

I've got exactly the same problem today. What's could be probably broken ?
No updates at all was installed on this host for couple years.
May be we need to clear some kind of DNS cache or something similar ?

On which trackers you got the error message?
As I noticed, that Deluge is blocked on some huge trackers due to passkey security issues they found.

Passkey leakage.
Some people reported that theirs passkey was stolen after using Deluge.
In conversation with tracker admins they mentioned ( administrators ) that Deluge has vulnerability allowing easily stole user passkey.

I come to conclusion that issue is in lt_trackers extension from libtorrent-rasterbar.
As temporary fix people suggest this -

Some latest post on rutracker.org mentioned that in latest version - 1.3.6-3 all extension are switched off by default.
But anyway, Deluge will be blocked on some trackers until official confirmation and fix from developers.

I'm also surprised that nobody has notified you about this.
What is next steps in resolving issue, how can I help? Should I register it in bug-tracker?
