A very newbie answer, and probably not what's the problem, but:
I have found that the Labels plugin won't accept capitalized letters, at least at the beginning of names, or spaces. As a result, I have to write creative_commons if I want to label it as such instead of Creative Commons.
Mind you, I haven't used the webui much, and haven't tried adding labels through it, but this behaviour has been persistent in all of my Deluge installations going back several years.

Try restarting deluge-web and deluged, there was a webui plugin bug fixed in 1.3.6, in fact I mentioned this on the previous page.
For OttifantSir the labels may only contain a-z, underscore and dash.
