tracker blocked by ip filter

Bump it!

I have the same problem now with a tracker using http://deluge-torrent.org/blocklist/nipfilter.dat.gz.

An awesome tracker is blocked and won't work unless I disable the blocklist. Any help?

EDIT: I pinged the address and the site is located in good old Russia.
