Sounds sorta like the scheduler is setting max active torrents to 0. Do you guys have the scheduler plugin enabled?

Yeah, scheduler enabled here. Will try disabling it for a bit and see if it still happens.

Well so far, so good. Since disabling scheduler this problem hasn't occured again.

When Deluge pauses the libtorrent session (which it does when the scheduler is in the "red" zone), then all torrents get queued regardless of queue settings.
