I'm just trying to help troubleshoot your specific problem, I'm not seeing anyone else that has vista x64 chiming in trying to help, giving suggestions.
In your first post you explicitly state that UAC is disabled, not that you are using an administrator account... could be 2 very different things.
Under linux I've heard that you should never run deluge under root, is it possible that it's causing some similar problem in windows environment running under administrator? Though I'm pretty sure I've ran deluge as administrator with no problems but it would have been after I had it successfully installed on my user account.
Just to be sure, on my system deluge is installed in the program files (x86) and it runs from this command "C:\Program Files (x86)\Deluge\deluge.cmd" And properly installed it created a desktop shortcut and set itself as default for torrents. (if the installer is working correctly)
Pretty soon I might just uninstall it, delete the directory, and try reinstalling it under administrator just to see if I can reproduce your results.
Do, also make sure gtk was installed, deluge requires gtk to run. By default for me it installed in the (x86)\Common Files\GTK.
