We have different routers. I have Wrt54G v 6.0. Mine definitely does not work and the routers UPnP capabilities have been confirmed to work. They have been confirmed to work in multiple other torrent programs that feature UPnP. So, since the common denominator is deluge, it has to be an implementation issue in deluge.

I have already setup port forwards for deluge, so it does not really matter to me. However, given that Deluge definitely does not work on a router verified to work with UPnP it indicates that there is a subtle flaw in how Deluge handles UPnP that may affect users of my router or other routers.

Well, judging by the UPnP spec, it appears that this is either a user error or there is something wrong with your router. Perhaps you should upgrade your firmware.

From the spec:
718 ConflictInMapping Entry
The port mapping entry specified conflicts with a mapping assigned previously to another client

Weird, well, I am not sure what kind of error it is. However, the problem has been fixed randomly. I restarted the application, ensuring the port had changed, and tested it. UPnP worked. I run deluge on a separate server, so it never gets restarted. I am wondering if something happened that prevented UPnP from working that could only be resolved by restarting the application.
