have you got the web ui plugin enabled?
for some unknown reason, the web ui plugin blocks the blocklist plugin.

The Web User Interface (as it's mentioned on "Plugins") is not checked. So, it's not activated.

I upgraded to 0.5.8.4 and everything seems OK now
