Just an update that may be of relevance: tried to figure out when this snail-pace "mode" kicks in, and I can definitely state that this happens after some (any) torrent finishes downloading. After fresh Deluge daemon startup I get reasonable speeds until some torrent finishes downloading, which is when Deluge reverts to crawling mode (10Kbps tops).

hmm..i hadnt noticed that..i ll check it asap..
From playing around with settings i g0t the best speeds by enabling UPNP and NAT-PMP in deluge's preferences and disabling DHT..I also enabled UPNP on my modem and router..
I still get "no incoming connections" but the speeds are kind of better..
Update: I just tried downloading a known linux distro, and i get full speed, so i hope this means am OK..

Did you forward your ports in the router? I think the current uPnP implementation is either broken, or, at least, it doesn't work with my router. P.S. What do you mean by "full speed"? 500Kbps? 1Mbps? 200Kbps?

I have an 8mbit download, 1mbit upload dsl line, with upload limit set at 70kbps..
I already tried all the port forwarding stuff but it didn't work, and setting up a port forward from a pc which is behind a router and a different modem is a bit complicated..So UPNP seems to do the job for me now..I had read that thread and the security risks but don't quite see another solution now..
I tested my speeds with another friend who is port forwarding ok, and we got similar speeds, so i think i will leave it like this for now..

My hunch is that my (and possibly others') Deluge speed issues may have something to do with this: http://forum.deluge-torrent.org/viewtop ... 65&start=0, see esp. second post. While this may not be so immediately noticeable on a regular PC, it's quite acute in a thin environment like the one I am using.

I'm not positive this is new to 1.0, I have not used deluge since basically the .5 release.
The upload cap that throttles how much you download seems to work on a per torrent basis.
If you set a global upload cap of 100kiB but have 8 torrents going at the same time, it seems that if one torrent is using 93 kiB and the other 7 use 1 kiB each then the 7 are throttled and slowed down. Changing this to a per torrent ratio of uploading 12.5kiB on a per torrent basis resolves this and none of the torrents are then throttled??
