I'm getting this now.
Forbidden
You don't have permission to access /windows/0.5.8.1/deluge-0.5.8.1.exe on this server.
The torrent loads but it gives an "Alert: unregistered torrent (HTTP code=200, times in a row=3)" error.

I also have been having the same problem if you have the old deluge version click Yes on update and it will bring you to a site where you can download the
software. that solve my problem hope this helps.
