I can't connect to any tracker on both RC3 and 1.1.0. Tracker status is either "Error: Connection refused" or "Error: Operation canceled". I still can connect to DHT though.
RC2 and RC1 work fine. Help, please

Is it a private tracker? If so, you would probably have to contact them and ask them why it is not allowed, or ask them to update the allowed list.

I'm getting the same "Error: Connection refused" on at least 3 different trackers, using both RC3 and 1.1.0 final. Downgrading back to RC2 corrected the problem.

The error is still there
And it's not my ISP, because I can use deluge's svn build on my notebook.
Upd: deleted every config from ~/.config/deluge (except state files and folders) and now deluge works fine

I have the same error on 1.1.7 from PPA
Still resolved by deleting all files in ~/.config/deluge and configuring deluge again

I think i posted this somewhere before
but removing /.config/deluge/session.state
seems to correct it ... and keeps all settings from what I can tell
