Can't add torrent

My OS version is windows XP SP3
I install deluge 1.0.6 windows x32 succesfully
Then i open add torrent botton and select add torrent from file
But Deluge don't have any response
Before I upgrade to SP3, I used deluge 1.0.4 smoothly

I get "failed to run the program, Error:2, The system cannot find the file specified." everytime i try to download a torrent. it works when i try it on Bittorrent. i installed deluge and this happened. so i installed bitorrent and deluge still not working. unistall both and install bitorrent first then deluge thinking deliuge needs another program so i get the "ust this as deault" message. still nothing. i tried setting torrent file to deluge as default via windows. still not working.

Try to drag n drop the torrent file into deluge, or the add torrent dialog.
